“Based on the above, your support of the current political process, and your concern for the same, is not a cause for pride; to the contrary it places on you a legal and a historical responsibility, no less than your effective participation in the illegitimate occupation of Iraq, prior to taking the correct decision to withdraw in 2004. The European Union and yourselves, share with the US Administration —today— in the complete support of the Iraqi governments which are responsible for all this corruption and for all these crimes, which makes you supportive, whether you like it or not, of criminals and of the corrupt. This is a matter which is regrettable; we would hope that you would have avoided this rather than pronounce your involvement in it.”

His Excellency The Ministry of Foreign Affairs and Cooperation, Mr. Miguel Ángel Moratinos

We, the Iraqi forces and independent personalities who have been invited to participate in the International Conference of the Iraqi Political Resistance, to be held in Gijón, on 18-20 of June [1], have been informed by the organizers of the conference that your Ministry has asked them to cancel this conference, claiming that Spain and the European Union, as well as the international community, support the political process in Iraq quite unambiguously, and that you are concerned that in the Conference the Iraqi political process would be affected negatively.

We know that you had previously given your agreement to holding this conference until very recently, however your position changed after the issuance of statements from the current government in Iraq; statements inferring a threat to Spain, that it would be subjected to sanctions and a boycott in the event of the conference taking place on its territory, that will result in Spain's inability to take advantage of investment opportunities in Iraq or expand its bilateral trade and economic relationships.

Your Excellency, we take this opportunity to clarify the following:

First: That Iraq, today, is suffering from a real catastrophe. It is the most corrupt, the most dangerous, and it is amongst the six most failed states in the world, according to the reports of well known international research and statistical organizations. They also state that it is the foremost state in which ethnic and religious minorities are at risk, and has earned a well deserved third place in the numbers of forcibly displaced citizens within the country, (in number is about three million people), in addition to a similar number of refugees abroad as well as hundreds of thousands killed and imprisoned. A great amount of international reports have held the present government as well as the US Occupation responsible for this very critical state, and have accused them of corruption as well as ethnic and religious cleansing in the country.

Based on the above, your support of the current political process, and your concern for the same, is not a cause for pride; to the contrary it places on you a legal and a historical responsibility, no less than your effective participation in the illegitimate occupation of Iraq, prior to taking the correct decision to withdraw in 2004. The European Union and yourselves, share with the US Administration —today— in the complete support of the Iraqi governments which are responsible for all this corruption and for all these crimes, which makes you supportive, whether you like it or not, of criminals and of the corrupt. This is a matter which is regrettable; we would hope that you would have avoided this rather than pronounce your involvement in it.

Second: Democracy and freedom are some of the principles on which your country was built; these are successful humane experiences which we are keen to attain and to benefit from, in a manner compatible with our customs and traditions. Had you read the final statement we had prepared for the end of the conference —we understand that you have received a copy— you would have quite clearly seen our concern.

Where do you stand today viz a viz the principles of democracy and freedom while at the same time depriving us of our freedom of speech, and the expression of our vision for Iraq's solution? We are forces who possess a large credit, we are not merely persons, nor are we ghosting entities.

Third: Should the Iraqi government's threat to deprive you of economic returns be the reason for your stance [2], then we believe that you should know that Iraq is occupied, and its people are without will, that the deals which are now being made are considered to be thefts by the nationalist forces, and never acknowledged by the Iraqi people.

Excellence, your withdrawal from participating in the occupation had a good impact on us, and led us to believe that the historical relationship between our two nations will grow anew; that Spain will play a big part in Iraq's recovery after liberation; that it will take part in reconstruction; however, your latest position causes us disappointment and frustration.

We would like you to reconsider your position, and would like you to register for Spain, government as well as nation, a historically bright stance with the oppressed peoples. “The undersigned are the participants on the International Conference of the Iraqi Political Resistance.

June the 1st, 2010.
